PPROBLEM TO BE SOLVED: To provide a manufacturing method for forming a solid polymer electrolyte by the copolymerization of a poly(vinyl alcohol), an alkali metal hydroxide and water. PSOLUTION: The manufacturing method involves the steps of picking out the raw material of a poly(vinyl alcohol) having a molecular weight in the range of 2,000-120,000, and of agitating and mixing the picked poly(vinyl alcohol) of a usage with a weight ratio of 10-20% relative to the whole reactants with water having a weight ratio of 50-60% under the circumstances of an ordinary temperature and an enclosed system, and of simultaneously mixing and dissolving an alkali metal hydroxide with a weight ratio thereto of 15-25% with water having a weight ratio of 10-20% in an ordinary temperature and enclosed environment.
