PPROBLEM TO BE SOLVED: To realize an online sign-up service for enabling a user to open an IMT terminal. PSOLUTION: After the application of a novel contract is received online, a client mounts a UIM 11A on the IMT terminal and turns on a power source to perform attach processing, and a temporary profile to be used for opening is downloaded from an HLR 18 to a VLR 12B. After a connection IAM signal is sent, an opening server 17 sends a guidance calling the input of a password number for user authentication and the password number is sent from a mobile equipment 11. When this number matches, the opening server 17 sends a confirmation guidance and receives push-button operation from the client. When opening setting is completed in the opening server 17, a formal profile is inputted to the HLR 18. At the same time, the formal profile is overwritten.
