PROBLEM TO BE SOLVED: To control an electric motor driven by a hydraulic pump and an electric motor driven by an engine separately, and to adequately control the engine by using a compact and easy management storage means as a primary storage of energy. SOLUTION: A drive control device comprises the engine 1, a rotational speed sensor 3, a fuel injection governor 4, the electric motor 5 driven by the engine 1, the electric motor 7 driven by the hydraulic pump 6, a storage unit 8, an electric motor control unit 9, an electric motor control unit 10, a battery sensor 15, and a controller 12 which determines whether to drive the engine 1 and the electric motor 5 or stop, based on the charged status of the storage unit 8 detected by the battery sensor 15 and outputs a fuel injection command to the governor 4 and a torque command to the electric motor 5, based on detected value of the revolution speed sensor 3, when the engine 1 and the electric motor 5 are needed for driving.
