PROBLEM TO BE SOLVED: To provide a fog observation method and a system that can obtain a foggy region where only fog is generated by distinguishing fog from rainfall. SOLUTION: The elevation of a radar 12 is increased, and waterdrops at a high-altitude region are detected, thus obtaining a rainfall region. Also, the elevation of the radar 12 is reduced, the presence or absence of waterdrops at the low-altitude region is detected, and a region (foggy/rainfall region) where fog 10 or rainfall 16 is generated is obtained. By excluding a rainfall region from the foggy/rainfall region, a region where only the fog 10 is generated can be obtained. Also, a clutter from the surface of the sea may preferably used as a method for detecting the generation of the rainfall 16 on the surface of the sea.
