PPROBLEM TO BE SOLVED: To provide a creating method for a vegetation base layer suitable not only for herbs but also for plant cultivation of woody plants by economically creating the vegetation base layer of a thick layer while securing stability of the vegetation base layer on a hard slope of a steep gradient. PSOLUTION: A vegetation form 20 of a perforated structure having the dehydrating function is arranged in the horizontal direction of the hard slope 10, and a plurality of vegetation forms 20 are arranged and fixed in a multistage shape on the hard slope 10. A muddy vegetation base material is injected into a form space defined by the hard slope 10 and the respective vegetation forms 20. An earth lump-like vegetation base layer 40 left by naturally dehydrating water in the vegetation forms is stuck in a multistage shape on the hard slope 10 via the vegetation forms 20.
