PROBLEM TO BE SOLVED: To solve the problem wherein a conventional automatic meter reading terminal device requires re-synchronization with a public base station and waiting whenever step-out occurs between the terminal and the public base station and power consumption is increased when step-out occurs frequently.;SOLUTION: An error with respect to call-incoming timing of 1.2 sec with a slow clock is confirmed with a fast clock at a stage in an initial state to correspond to the call-incoming timing by the combination of the number of slow clocks and the number of fast clocks, and a call-incoming signal is received within a fast clock operation time.;COPYRIGHT: (C)2003,JPO
