PROBLEM TO BE SOLVED: To provide a device and a method for extracting feature point of image with which feature information required for image recognition can be provided without being affected by the tendency and rotation of an entire image so much. SOLUTION: This method for extracting the feature point of the image comprises a step 110 for preparing the digital data of the feature values of each pixel inside an object image area, a step 114 for finding the spectrum power of a specified frequency component (especially the component of a frequency 2) shown by the distribution curve of feature values on a predetermined closed curve (especially a circle) surrounding a relevant pixel in respect of each of the pixels inside the object area and steps 116 and 118 for extracting a pixel showing the locally maximum relative quantity of the specified frequency component inside the object image area as the feature point of the object image area.
