PPROBLEM TO BE SOLVED: To provide a health managing apparatus, a notice managing apparatus, and a health management system which prevent an emergency case from occurring, give notice of even in the case where a trouble which does not reach a level that the system does not recognize to the outside before the person himself or herself to appeal, and require low installation and operation costs. PSOLUTION: The health management system uses the health managing apparatus equipped with an action detecting sensor 1 which detects the lavatory use state and going-out state of a managed person, a life custom recording means 2 which stores history data regarding how often, when, and how long the action detecting sensor 1 operates, a deciding means 3 which decides the life state of the managed person according to the history data stored in the life custom recording means 2 and the operation of the action detecting sensor 1, and a notice means 4 which periodically outputs health management data to the outside according to the life state decided by the deciding means 3.
