PROBLEM TO BE SOLVED: To recognize the advertiser of a signboard accurately by integrating collation results reflecting the reliability of recognition results by using character recognition results of a character string and a telephone number. ;SOLUTION: A character segmenting part 3 segments a character string image from an inputted signboard image. A character recognizing part 5 recognizes each character image segmented by the part 4 and outputs a recognition result character code string. A weight calculating part 8 calculates weights Wa and Wt from the reliability Ra of an advertiser character string candidate founded by an advertiser character string reliability calculating part 6 and a telephone number character string reliability calculating part 7 and the reliability Rt of a telephone number character string candidate. A weighted integrating part 11 attaches weights Wa and Wt to numbers Na and Nt of coincidence characters of collation results of an advertiser and a telephone number outputted from an advertiser word collating part 9 and a telephone number word collating part 10 with respective word tables 1 and calculates the score S of integrated results.
