PROBLEM TO BE SOLVED: To provide a water-absorbing material giving a water-swelling rubber which retains water-absorbing/swelling properties stably for a long period even if contacted with polyvalent metal ion-containing aqueous liquids including hard water and seawater and also has good rubber elasticity and shape retention even after undergoing water absorption/swelling and scarcely eluding into the aqueous liquid, to provide a method for producing the water-absorbing material, and to provide the water-swelling rubber. ;SOLUTION: This water-absorbing material for water-swelling rubber consists of particles of a copolymer of (A) a polyacidic amino acid anhydride having in the molecule at least one ethylenically unsaturated double bond and (B) a compound having a sulfonate-containing ethylencially unsaturated double bond and/or a compound having a sulfonate salt group-containing ethylenically unsaturated double bond; wherein the average size of the particles is ≤100 μm.
