PPROBLEM TO BE SOLVED: To provide a voice synthesizing apparatus for synthesizing natural voice and to provide a voice dictionary preparing apparatus. PSOLUTION: A storage apparatus stores the rhythm of a sample of unit voice, pitch information for expressing the pitch of this sample, and spectrum information expressing each frequency component of a pitch waveform signal in which the time lengths of sections equivalent to the unit pitch portion of this sample are equalized. A computer C2 predicts a voice spectrum which reads an object sentence to be synthesized and predicts the pitch based on the rhythm of this voice. Then, a sample having a pitch and spectrum of which are correlated most with the predicted pitch and spectrum is specified from those stored in a storage device D, the waveform of the voice having a specified spectrum is generated, and the pitch of this waveform is adjusted according to the predicted result of the pitch to generate a waveform expressing the synthesized voice.
