PROBLEM TO BE SOLVED: To efficiently connect a user and a vehicle and to realize secure riding. SOLUTION: A present position and a riding request position are transmitted to a base station 12 from a call-side terminal 10 being a portable terminal. The host computer 12a of the base station 12 selects the optimum riding position and informs the call-side terminal 10 and a moving body-side terminal 14 of it. When the user is in a facility, for example, the porch of the facility and a roadside just near are selected as the optimum riding positions and the roadside which is safe and near the building as much as possible when the user is old. The present position and vehicle speed data are transmitted from the moving body terminal 14 to the base station 12, and the host computer 12a informs the call-side terminal 10 of the present position of the vehicle and predicted time when the vehicle arrives at the riding position.
