PPROBLEM TO BE SOLVED: To automatically form a participant nominal list for a conference, or a lecture, training session at a low cost with a simple structure. PSOLUTION: A person passage detector 1 for detecting the passage of a person and an extension telephone base station 2 of radio telephone system are provided in the vicinity of the entrance of a site. When a person enters the site, it is detected by the person passage detector 1, the telephone number of the cellular phone held by the person as a recognition number is acquired in the extension telephone base station 2, and whether a recognition number matched to thereto is present in a database 8 or not is retrieved. When the matched recognition number is present, personal information such as affiliation, name or position for the user of the cellular phone having this recognition number is outputted, and the participant nominal list is automatically formed based on this.
