PROBLEM TO BE SOLVED: To prepare the optimum proposal paper for reducing traffic accidents in response to the actual condition in an individual enterprise using a vehicle in business.;SOLUTION: This system is provided with a countermeasure database 21 in which countermeasures about traffic safety are classified plurally and stored in response to business categories of enterprises, scales thereof, actual accident conditions and the like. In the system, the corresponding countermeasure is retrieved in the countermeasure database, based on the business category of the objective enterprise for the proposal paper, the scale thereof, the actual accident condition and the like, and the proposal paper 511 exclusive for the objective enterprise is prepared by correcting the retrieved countermeasure as a base, based on an analyzed result of consciousness research about the traffic safety in the enterprise, and based on an analytical result of an accident content in the generated traffic accident, so as to solve the purpose of the present invention.;COPYRIGHT: (C)2003,JPO
