PROBLEM TO BE SOLVED: To enable service function change quickly and adequately without needing manhour, and charging process corresponding to a service situation for every service function.;SOLUTION: A key telephone system BT transmits periodically use actual results information containing a part of service function group and its usage to a customer center CC via a public network PNW. On the basis of received use actual results information, the center CC calculates royalty for each service function, and informs the royalty to a user's personal computer PC for maintenance via an Internet INW. When payment about the royalty for each service function from the user is confirmed, the center CC forms a licence code on the basis of the payment, and transmits the code to a corresponding key telephone system BT.
