After the embedding material 1b is arranged on a surface of unhardened concrete 3 for a base board, the embedding material 1a is pressed down from above until a top surface of the shallow recessed groove 31 impactively contacts with an upper surface of the concrete. In its condition, the upper end of the deep recessed groove 32 is secured as a steam releasing or water draining opening part.
