PURPOSE:To simply and speedily perform sticking work of a water stop sheet. CONSTITUTION:A bag member 1 where a two-agent mixed type quick drying adhesive is housed in adjacent chambers 3 and 4 in a condition where two liquids are separated from each other, is installed on the joining layer 12 side of a water stop sheet 11 by a surface fastener 5 stuck to one surface. In a condition where a perforated plate 6 having a large number of inward sharp projections 6a is applied to the other surface of the bag member 1, the perforated plate 12 side of the bag member 1 is pushed against a surface of an underground structure together with the water stop sheet 11. The bag member 1 is burst by the projections 6a of the perforated plate 6, and the quick drying adhesive is mixedly discharged, and the water stop sheet 11 is installed on the surface of the underground structure.
