PROBLEM TO BE SOLVED: To provide a snow accumulation monitoring device capable of controlling a heating system corresponding to the snow accumulation condition, and an ice and snow melting system capable of performing ice and snow melting in an observation point by using the snow accumulation monitoring device, for an observation point, in order to reduce the wasteful power consumption of the heater system.;SOLUTION: The snow accumulating conditions of a road R are respectively detected by a precipitation detecting sensor 3, a temperature sensor 4, and a monitoring camera 2. When the precipitation detecting sensor 3 detects a snowfall, the temperature sensor 4 detects atmospheric temperatures. If the detected temperature is lower than the snow melting temperature, the precipitating snow is likely to accumulate by being left at the observation point. In this case, the monitoring camera 2 takes the image of the road and the lightness level of the taken image is analyzed by an image analyzing circuit 14. A control current signal is shifted by circuits 15 to 20 corresponding to the analyzing lightness level and is outputted to a heater driving unit 8 via a delay circuit 20, thus, a power corresponding to the control current signal is supplied to a heater 9.;COPYRIGHT: (C)2003,JPO
