PROBLEM TO BE SOLVED: To provide an accounting system, method and program for the AO/DI (Always On/Dynamic ISDN) access system for accounting for the Internet access service according to the AO/DI access system even in an ISP (Internet Service Provider) and to provide a recording medium having the accounting program recorded thereon.;SOLUTION: A user terminal acquires a B channel access start time and a B channel access end time together with an ISDN subscriber line number, reads user recognition information stored on the basis of the ISDN subscriber line number, transmits the user recognition information, the B channel access start time and the B channel access end time to an ISP side device 4 according to access destination ISP information specified by the user recognition information.
