PROBLEM TO BE SOLVED: To easily and commonly manage software and the products of the software.;SOLUTION: The CPU 210 of a computer 200 transmits a start password through a bus 280 to the processor 110 of a software managing device 100. The processor 110 compares the transmitted start password with a start password in the non-public area of a storage device 120, and when they match, the processor 110 transmits a software start control signal for start permission. When a password for performing access to a public area is transmitted from the computer 200, the processor 110 compares the transmitted password with a password for access in the non-public area of the storage device 120, and when they match, the processor 110 permits the computer 200 to perform access to the public area of the storage device 120.
