PROBLEM TO BE SOLVED: To solve a problem of a conventional load distribution method on the basis of a conventional fixed weighting that cannot have assigned CA (Call Agent) resources corresponding to time traffic characteristics although the SG-CA (Signaling Gateway-Call Agent) system generally has some time traffic characteristics.;SOLUTION: The SG-CA system of this invention estimates a time traffic characteristic from a phone call received from an SS7 (Signaling System No.7) by way of the SG-CA system, sets a secular load distribution value so as to allow each CA to make efficient process on the basis thereof, sets a ratio of a phone call unit assigned to each CA according to the time traffic characteristic, reduces the congestion and attains effective utilization of resources.;COPYRIGHT: (C)2004,JPO
