PPROBLEM TO BE SOLVED: To provide artificial fish-breeding reef facilities which have an expensive material cost, improve fish livability, enlarge a living area, make a great number of fishes inhabit the area, do not subside even in installation on the sea bottom of soft ground and reproduce a useful artificial fish-breeding reef from a conventionally dumped FRP product and the artificial fish-breeding reef. PSOLUTION: A rubble mound 72 comprising rubble as a material is installed on the sea bottom deeper than a naturally growing natural seaweed bed 71 and the artificial fish-breeding reef 1 is fixed to the surface of the rubble mound 72. The artificial fish-breeding reef 1 is equipped with a seaweed bed stage 30 for storing soil for growing seaweeds. The depth of water of the seaweed bed stage 30 of the artificial fish-breeding reef 1 is the same as that of the naturally growing natural seaweed bed 71. A fish-breeding reef 74 for adult fish larger than the artificial fish-breeding reef is arranged on the sea bottom deeper than the sea bottom on which the artificial fish-breeding reef 1 is laid and an artificial shore is installed between the artificial fish-breeding reef 1 and the natural seaweed bed 71.
