PROBLEM TO BE SOLVED: To provide a CPU resource assignment method that can variably assign available resources to a CPU of a mobile communication controller.;SOLUTION: When there are communication controls A, B, C whose CPU resource usage rate exceeds a limiting point, an individual restriction controller 4 restricts the CPU resource usage rate of the communication controls A, B, C below the limiting point, an overall restriction controller 5 restricts the total CPU resource usage rate of the communication controls A, B, C, and a restriction sharing device 6 decides the share of the CPU resource usage rate of each of the communication controls A, B, C so that the CPU resource usage rate of the entire communication controls A, B, C is the total CPU resource usage rate specified by the individual restriction controller 4 or below.;COPYRIGHT: (C)2003,JPO
