PROBLEM TO BE SOLVED: To provide a resource assignment controller for efficiently using a resource.;SOLUTION: A wireless controller 1 of this invention is connected to a mobile phone capable of being communicated by the TDD system and the FDD system. A communication system control section 15 acquires a resource use rate of the TDD and a resource use rate of the FDD from a resource use rate storage section 17. The communication system control section 15 decides which communication system of the TDD resource and the FDD resource is to be selected for a call from the mobile phone on the basis of the TDD resource use rate and the FDD resource use rate.
