PROBLEM TO BE SOLVED: To provide a method and an apparatus which can easily manufacture an optical waveguide type diffraction grating element with desired characteristics.;SOLUTION: Refractive index variation inducing light from a light source 131 is attenuated by an optical attenuator 132 as specified, passed through an aperture 133 to have a specified luminous flux width, and reflected by a mirror 134. The mirror 134 moves along an axis (z) to scan the irradiation of an optical fiber 211 with the refractive index variation inducing light along the axis (z) and refractive index modulation is formed over a certain area along the length of the optical fiber 211. The attenuation quantity of transmitted light of the optical attenuator 132 is controlled to perform irradiation with the refractive index variation inducing light with an irradiation quantity corresponding to the irradiation position of the refractive index variation inducing light to the optical fiber 211. Then (z)-axial vibration of a stage 112 is controlled to vibrate a phase grating mask 150 relatively to the optical fiber 211 in vibration pattern corresponding to each (z)-axial position.;COPYRIGHT: (C)2003,JPO
