PROBLEM TO BE SOLVED: To provide a sea chest fouling-preventing device which is highly efficient in a simple structure. SOLUTION: A lattice 3 using a highly conductive material as a base material is fixed to the outer plate 2 of a ship body portion with insulating bushes, or the like. The lattice 3 is insulated with insulation means 5 to form right and left electrically polarized portions. A conductive coating film (abbreviated in the figure) is formed on the lattice 3. An electric source 6 is disposed in a ship to apply an electric voltage from both the right and left sides of the insulated lattice through electric wires 7. When electric voltages are applied from the electric source 6, while periodically changing polarity, or the like, electric currents flow in sea water through the conductive coating film. At this time, the sea water is hydrolyzed to produce hypochlorous acid closely to the lattice 3. Since organisms dislike the hypochlorous acid, the adhesion of the organisms to the lattice can be prevented.
