PROBLEM TO BE SOLVED: To give incentive to user and to simplify the management of downloading, etc., of software in a system for obtaining the using state of a program in a computer being a terminal and transmitting it to a server. ;SOLUTION: The system is provided with a use quantity monitoring device 130 for obtaining the using state of a program in the terminal 100 and a use quantity management device 160 for delivering and receiving information between with the use quantity supervisory device 130. The use supervisory device 130 obtains the using state of an object program being the program of a supervising object, records the use quantity of the object program based on the using state of the object program, and transmits the use quantity to the use management device. The management device 160 obtains and holds the using state of the object program in the terminal 100, and generates privilege imparting information showing the kinds and quantities of privileges to be imparted corresponding to the use quantity based on the use of the object program.;COPYRIGHT: (C)2003,JPO
