PPROBLEM TO BE SOLVED: To provide an anti-Newtonian ring film which is the anti-Newtonian ring film with high transparency and prevents a scratch caused by rubbing a contact member by a projected part of a coating film surface of the anti- Newtonian ring film from being generated and in addition, prevents a scratch caused by pressing the contact member by the projected part of the coating film surface of the anti-Newtonian ring film from being generated when tightly contacted to the contact member. PSOLUTION: A resin layer comprising a transparent binder resin and resin particles is provided on at least one face of a transparent plastic film, and the resin particles are made of a crosslinked polyethyl acrylate.
