PROBLEM TO BE SOLVED: To provide a negative electrification type charge controlling agent in a fine particle state containing no metal and having preferable electrification performance and little changes in the electrification performance by environmental changes and to provide a negative developer by using the above charge controlling agent. SOLUTION: The negative electrification type charge controlling agent consists of fine particles having 10 nm to 5 μm average particle size prepared by polymerizing monomers containing at least one kind of monomer by 10 to 100 wt.% which is selected from a group consisting of addition polymerizable monomers having acid groups, addition polymerizable monomers having perfluoroalkyl groups and addition polymerizable monomers having aromatic rings substituted with electron withdrawing groups.
