PPROBLEM TO BE SOLVED: To provide an apparatus for returning the surface of the electrode of a battery to an initial state of a manufacture by applying a negative pulse to the electrode to return a non-conductive crystal film (PbSOSB4/SB) largely grown on the electrode to a sulfuric acid (HSB2/SBSOSB4/SB) and a lead (Pb), thereby breaking the surface of the crystal of the largely grown non-conductive crystal film (PbSOSB4/SB), then charging, thereby sequentially returning to the sulfuric acid (HSB2/SBSOSB4/SB) and the lead (Pb), repeating applying of the negative pulse charging applying of the negative pulse charging. PSOLUTION: This apparatus comprises, as shown in Fig., a voltage detector, a threshold voltage generator, a voltage comparator, an operating/non-operating switching unit, a negative pulse generator, and an amplifier.
