PROBLEM TO BE SOLVED: To provide a charging/discharging circuit that accelerates a reaction speed of an energy preservation element. ;SOLUTION: The charging/discharging circuit is provided with a pnp transistor(TR) whose on/off state is controlled by a diode, an npn TR whose switching is state is controlled by at least one photosensitive diode provided to a discharge circuit, and a capacitor provided between the photosensitive diode and the npn TR. A charging current flows to the diode in the charging process and turns off the TRs so as to reduce a leakage current for the purpose quick charging, the photosensitive diode allows the capacitor to accumulate negative electric charges with a prescribed amount while being subjected to the effect of radiation of a light source at the same time and to produce a negative level. Thus, in the discharge process, the discharge current is easily guided through a discharge circuit more easily than a zero ground level by the effect of the negative level of the capacitor so as to quickly attain the discharge effect.;COPYRIGHT: (C)2003,JPO
