Inorganic hydraulically hardened binder comprises a natural and/or synthetic material containing at least 10 weight % silicon dioxide; and calcium oxide and/or calcium hydroxide. The binder has a specific Blaine fineness of more than 4000, preferably more than 6000, especially more than 8000 cm2/g. When the amount of calcium oxide and/or calcium hydroxide present is 5-15 weight %, the amount of calcium oxide present is more than 20 weight %, and when the amount of calcium oxide and/or calcium hydroxide present is 5-50 weight %, the amount of calcium oxide present is less than 20 weight %. An Independent claim is also included for a process for the manufacture of the binder comprising grinding the silicon dioxide with the calcium oxide and/or calcium hydroxide until a Blaine fineness of more than 4000, preferably more than 6000, especially more than 8000 cm2/g is achieved. Preferred Features: The binder contains more than 35 weight % silicon dioxide.
