PURPOSE: An apparatus and a method for detecting a speed of vehicle by processing motion pictures are provided to detect automatically the speed of vehicle by using an image information extraction converter. CONSTITUTION: A preprocessing portion(40) receives image data(401). The preprocessing portion(40) recognizes automatically a road luminance value. The preprocessing portion(40) controls automatically a changed value of the road luminance value when the road luminance value is changed(403). An outline processing portion(41) detects an outline of a vehicle part from the image data by performing a binary process(410), the spatial axis direction processes(411-1,411-2,412-1,412-2,414-1,414-2), and the temporal axis direction process(413-1,413-2). A speed detection processing portion(42) performs reference setup processes(421-1,421-2), determining process of the vehicle(422), a detecting process of a temporal difference between both reference points(423), and a detecting process of vehicle speed(424).
