PURPOSE: A method for producing a dicyclic phosphorous-melamine compound, which shows excellent flame retardancy, to create non-halogen flame retardant and a polymeric flame retardant using the same are provided, thereby producing the high quality of the polymeric flame retardancy. CONSTITUTION: The method for producing a dicyclic phosphorus-melamine compound comprises the steps of: (1) reaction of pentaerythritol with phosphorous oxychloride to prepare pentaerythritol ester of phosphorochloridic acid represented by formula(1); and (2) dissolving the pentaerythritol ester of phosphorochloridic acid in water to substitute Cl to OH, and reaction of the resulted compound with melamine or its derivative to prepare dicyclic phosphorous-melamine compound represented by formula(2), wherein the reaction of the step (1) is carried out by addition of 1 mole of pentaerythritol into 2 to 90 mole of phosphorous oxychloride, and heating the mixture at 10 to 190 deg. C for 1 to 10 hours; and the reaction is carried out in dioxane or methylene chloride.
