PURPOSE: A balloon catheter stored in a safety bladder is provided to exhaust urine stored in the bladder through the urethra of a patient for medical purpose. CONSTITUTION: A rapid exhaustion tube has one end connected with a saline water supply tube(2) exposed to the outside of a catheter and has a predetermined length. A rapid exhaustion valve is disposed in the middle of the rapid exhaustion tube, is stopped from operation if at least a predetermined pressure doesn't be generated to a balloon(3) and is operated if at least a predetermined pressure is applied to the balloon, thereby rapidly exhausting the saline water in the balloon(3) to the outside. When the patient rapidly pulls out the catheter due to his or her confused state, if at least a predetermined pressure is applied to the balloon(3), the saline water in the balloon(3) is forcedly exhausted to the outside through the rapid exhaustion device.
