PURPOSE: A preparation method of a room temperature-curable phenol resin composition and a room temperature-curable phenol resin composition prepared by using the method are provided. The composition overcomes defects such as a high temperature foaming condition and enhances physical properties such as heat resistance, combustion resistance, durability and strength. Also, a curable composition for the resin composition and a preparation method thereof, and a fire retardant complex material containing the resin composition are provided. CONSTITUTION: The preparation method of the room temperature-curable phenol resin composition comprises (a) mixing a phenol and a formaldehyde having 1.4-2.2 of molar ratio to the phenol and stirring the mixture; (b) adding 0.5-10 parts by weight of metal hydroxides or zinc acetates on the basis of the phenol to the mixture of the step (a) to react at the temperature of 60-110 deg.C; (c) terminating the reaction of the step (b) and then neutralizing; and (d) dehydrating the reaction product neutralized in the step (c) to obtain a final resin solid content of 40-90%.
