PURPOSE: A waste landfill structure using waste tire-rice hull layers is provided which improves structural stability and protects water blocking film and water blocking layer and is advantageous in recirculation of leachate by installing one or more tire-rice hull layers in landfill, and a leachate recirculating system using the same is provided. CONSTITUTION: In a waste landfill comprising a plurality of waste layers(40), the waste landfill structure using waste tire-rice hull layers(130) is characterized in that damage of final soil covering layer due to differential settlement and sinkage is prevented by installing one or more waste tire-rice hull layers(130) in which a plurality of whole waste tires(150) plaited with each other are paved all over the waste layers, and rice hulls(190) having high porosity and coefficient of permeability and superior buffer capability are filled inside the whole waste tires(150) and on the circumference thereof, thereby relieving shearing force and tensile force generated by differential settlement and uneven load of the waste layers(40).
