PURPOSE: A method of controlling service quality for securing user mobility in Internet multimedia communication is provided to make a user record packet loss generated by self mobility, and not to include a recorded value in service quality feedback information, in order that a server does not know the packet loss, thereby controlling a transmission rate only when service quality deteriorates owing to network congestion. CONSTITUTION: A user corresponding to a mobile host senses self handoff in a mobile IP network of an Internet multimedia communication system(10). The mobile host collects information related to service quality that the user receives, while a sensed handoff procedure is performed(12). The mobile host operates the number of packets lost during the handoff procedure by using the collected information(14). The mobile host compensates a "cumulative number of packets lost" value and a "fraction lost" value by using the number of the lost packets(16).
