PURPOSE: A method and an apparatus for generating a substitution sound for a tone playing for a caller in a call waiting, a call forwarding busy or a call hold in a local network are provided to supply the substitution sound selected according to the user's taste, thereby capable of beguiling the tedium. CONSTITUTION: An exchange(120) controls a connection between an HLR(Home Location Register)(100) for storing information on subscribers etc. and a subscriber. A sound source transmitting server(130) stores and manages a substitution sound and subscriber's information, and transmits the substitution sound according to a connection request of the exchange(120). A sound source management device(140) performs an ARS(Automatic Response System) function in order to request a registration or a cancellation of a service by using a telephone network. A service management server(150) requests a service registration and cancellation via a wire/wireless Internet or designation and change of the substitution sound, and performs a function requested by a user.
