PURPOSE: A composite membrane for the exchange of moisture and heat used in a polymer electrolyte-type fuel cell is provided, to lower the manufacturing cost of a polymer electrolyte-type fuel cell and to minimize the consumption of accessory power. CONSTITUTION: The composite membrane is prepared by preparing 100 parts by weight of a body polymer treated with a hydrophilic functional group capable of moving moisture; washing and drying the body polymer and dissolving it in a co-solvent to prepare a body polymer solution; dissolving at least one hydrophilic polymer selected from the group consisting of polyketone, polysulfone, polyamide and polyimide and 0.01-1 parts by weight of at least one hydrophilic ceramic selected from the group consisting of silica gel, zeolite, alumina and titanium dioxide in the body polymer solution and blending them to prepare a uniform mixture; and preparing a composite membrane by common film membrane or hollow fiber spinning method. Preferably the body polymer is a styrene-ethylene-butylene-styrene copolymer; and the hydrophilic group is selected from the group consisting of -SO3H, -COOH, -NH2 and -OH.
