PURPOSE: A vanadium/titania-based catalyst containing vanadium trioxide for removing nitrogen oxide and/or dioxin at wide active temperature window by controlling properties and states of active constituents in the catalyst using reciprocal reactivity between titania support and vanadium to be supported is provided. CONSTITUTION: In a vanadium/titania based catalyst for selective reduction removal of nitrogen oxide contained in flue gas and/or oxidation removal of dioxin contained in the flue gas, the catalyst for removing nitrogen oxide and/or dioxin is characterized in that 0.3 to 10 wt.% of vanadium oxide is supported on a support formed of titania capable of providing vanadium with lattice oxygen based on the weight of the titania, a non-stoichiometric ratio of vanadium oxide defined as mole ratio of VOx(x2.5)/V2O5 is 0.2 or more, and the VOx comprises V2O3 as a principal constituent, wherein the catalyst further comprises 0.5 to 10 wt.% of oxide type tungsten based on the weight of the titania, and wherein the catalyst further comprises 0.01 to 10 wt.% of one or more of oxide type subsidiary active constituents selected from the group consisting of iridium, ruthenium, tin, platinum and cerium.
