PURPOSE: Provided are a method and an apparatus for removing natural organic material in water purification process and preventing over dosing of chemicals such as coagulant and chlorine. CONSTITUTION: The apparatus comprises a storage tank(11) for storing liquid phase carbon dioxide, a vaporizer(12) connected to the storage tank(11) through a first pipe (P), a decompression piping facility(13) connected to the storage tank(11) through a second pipe (P'), an air diffuser(14) connected to the decompression piping facility(13) through a third pipe (P') and installed at a lower portion of a side of a gauging well (T), a pH meter(15) installed at the other side of the gauging well (T), an automatic carbon dioxide feeder(16) connected to the pH meter(15) and a solenoid valve (VSN) in an automatic supply pipe (PA) branched off a side of the second pipe (P'), a controller(17) electrically connected to the automatic carbon dioxide feeder(16), a first baffle(18) with an upper end having the same height as the upper end of the gauging well (T) and a lower end distanced from the bottom of the gauging well (T), and a second baffle(19) with a lower end abutted to the bottom of the gauging well (T) and an upper end having a height lower than the upper end of the gauging well (T).
