PURPOSE: A system for giving a receiving service of a 3GPP IMT-2000 packet network are a method therefor are provided to manage reception-related call processing and receiving information with a TCS(Traffic Congestion Control System), and to interwork with a session initiation protocol for a session processing function, thereby supplying reception under an SIP-based infrastructure environment. CONSTITUTION: A TCS(40) manages reception-related call processing and receiving information. PIs(Push Initiators)(50) supply receiving messages, and transmit the receiving messages to the TCS(40) through the Internet(60) with a user ID. An SIP server(30) receives the receiving messages from the TCS(40), and services the messages to receiving terminals(10) through an RNS(20) by using an SIP. The receiving terminals(10) receive the messages, and display the messages on screens.
