PURPOSE: An electronic certificate issuance and payment system for electronic payments of small loan amounts is provided to issue electronic certificates by using various mediums, to guarantee anonymity, and to enable safe and convenient electronic payments of small loan amounts. CONSTITUTION: A user connects to an electronic certificate issuance webserver system's web site through one's PC and inputs the issuance amount and the number of certificates(S1). The user inputs one's credit card information or the necessary informations for account transfers(S2). An electronic certificate issuance and management system compares the user's information to an electronic certificate management DB information and the electronic certificates issuance determinations are made(S3). If the available credit card and bank account balances exceed the certificate issuance amount, an appropriate amounts and number of the electronic certificates are created(S4). The electronic certificate issuance and management system stores the issuance information in the DB and the DB information is renewed to record the issuance information(S5). The electronic certificates are transmitted to the user(S6) and the PC stores the transmitted certificates(S7). If the system determines to reject the issuance request in step3, the error message is transmitted to the user's PC(S8).
