PURPOSE: A device and a method for increasing standby time of a mobile telecommunication terminal are provided to activate a specific cycle index at the time desired by a user, by changing a slot cycle index and designating the time to apply the changed slot cycle index, thereby minimizing power consumption in even case that the terminal is continuously turned on. CONSTITUTION: A user operates a slot cycle index change key of a user connecting part for determining whether a new user designation slot cycle index is input(302). The new user designation slot cycle index is stored at a user designation slot cycle index storing part(304). It is determined whether the user inputs a user designation time(306). It is determined whether it reaches the user designation time(308). The user designation slot cycle index is withdrawn from the user designation slot cycle index storing part(310). A terminal slot cycle index is changed into the user designation slot cycle index(312).
