PURPOSE: A composition of a base draining plate, the base draining plate and its production method are provided to effectively isolate infiltrating water from an underground layer through a bottom or a wall, to interfere electromagnetic waves and to reduce a production cost. CONSTITUTION: A base draining plate(20) contains plural pier protrusion portions(22) to be partially supported on the surface of an underground base concrete structure. The base draining plate(20) comprises a base(26) of 70-80% to be selected between a polyethylene resin or a polypropylene resin and a powder(24) of 20-30% to be mixed a metal material or a carbon black. The surface of the powder(24) forms a certain aperture(H) corresponding the gap with the base(26).
