The technical problem to be solved by the invention;The present invention is to provide a non-oriented electrical steel sheet which can remarkably improve magnetic properties such as iron loss even when the stress relief annealing after punching and lamination is performed in a low temperature short time.;3. Summary of Solution to Invention;By adding REM and reducing Zr and Ti, it becomes coarse and large to make very fine precipitates that inhibit grain growth in low temperature and short time stress relief annealing process, and it is excellent in iron loss after low temperature and short time stress relief annealing. It is possible to obtain a grain-oriented electrical steel sheet.;4. Important uses of the invention;The present invention is to be used as a core for a motor or a transformer with low iron loss.
