PURPOSE: Provided are a film forming agent comprising polyurethane polymer having a low glass transition temperature and a high flexibility, and a transdermal preparation containing the agent. CONSTITUTION: The film forming agent comprises 50-99 wt% of polyurethane(A) formed by polymerization of polyethylene glycol, polydiol having hydroxyl group at both ends and having more strong hydrophobicity than the polyethylene glycol, and diisocyanate having isocyanate group at both ends; and 1-50 wt% of an addition polymerized polymer(B) having carboxylic acid derivative functional group. The polyurethane is represented by formula 1 and has a weight average molecular weight of 10,000-500,000. In the formula 1, m is an integer which enables -(OCH2CH2)m to have a weight average molecular weight of 200-50,000; p and p', which are same or different, are integers which enable polyurethane to have a weight average molecular weight of 10,000-500,000; q, q' and q", which are same or different, are integers which enable (R)q, (R)q' and (R)q" to have a weight average molecular weight of 200-50,000; R is one or two substituent(s) selected from the group consisting of O(CH2)n, OCO(CH2)n, O-CO-(CH2)n-CO-O-(CH2)n', O(CH(CH3)(CH2)n)n', O(C(CH3)2(CH2)n)n'(wherein, n and n', which are same or different, are integers of 1-10), OCOCH(CH3)CH2, OSi(CH3)2, or (OCH2CH2)x-(OCH(CH3)CH2)y-(OCH2CH2)x'(wherein, x, x' and y, which are same or different, are integers of 1-100); R' is one or two substituent(s) selected from (CH2)l(wherein, l is an integer of 1-10).
