PURPOSE: Provided is a preparation method of an agent for controlling red tide and algal bloom in a lake by using oyster shell, thereby it is possible to restrain fish-raising farms from being seriously affected by toxic red tide forming algae. CONSTITUTION: The agent for controlling red tide and algal bloom in lakes is prepared by collecting waste oyster shell; removing foreign materials and salt by spraying 40-50deg.C of compressed water at high pressure of 10kgm¬2, followed by completely eliminating sediments caught in pores of oyster shell by using an ultrasonic washer; drying/carbonizing oyster shell at a temperature of 900 to 1250deg.C for 1hour in a rotary kiln; crushing carbonized oyster shell to be 320 mesh size.
