Two-stage selective production of anhydrous ethylene chlorhydrin by reaction of ethylene oxide with an excess of hydrogen chloride, followed by HCl neutralization by ethylene oxide introduction is under conditions giving improved selectivity. Two-stage selective production of anhydrous ethylene chlorhydrin by reaction of ethylene oxide with an excess of hydrogen chloride, followed by HCl neutralization by ethylene oxide introduction, is such that: (1) the temperature is 0-40 degrees C in the first stage and 0-20 degrees C in the second; (2) the reaction mixture is 'ideally mixed'; (3) the off-gas is absorbed in supercooled ethylene chlorhydrin such that the ethylene chlorhydrin partial pressure is a maximum of 1 kPa; and (4) the absorbate is returned to the first stage.
